安全情報・危機管理

 自己手配での留学プログラム等で海外渡航を検討している方は、本学の海外への渡航に関する方針に加えて、渡航前に下記を十分に理解した上で、保証人と相談し渡航を決定するようにお願いいたします。
 本学の留学プログラムにて海外渡航する方は、各プログラムの渡航に関する方針に従ってください。

1.留学先国・地域の状況を自身で確認した上で、渡航前によく理解してください。

 留学先国・地域の治安情勢、衛生状況や病気・医療に関する情報、習慣・国民性、現地の法令や法律などの社会情勢等の状況を自身で確認した上で、渡航の準備をしてください。渡航前に渡航先の情報を十分得て、不測の事態が起こった際にどのように対処すればよいか、「準備」をしておくことがとても重要です。 

2.渡航によって生じる責任について、自己対応が可能か確認してください。

 基本的に留学は、引率者や添乗員のいる旅行やツアーではありません。現地では受け身の姿勢で誰かが行動してくれるのを待つのではなく、皆さんが主体的に行動することが求められます。現地で何か問題があったりした場合、まずは自分で現地の担当者に伝えてみましょう。
 留学は語学力の向上だけでなく、日本と言語・文化・考え方が異なる国で生活することで、異文化理解と自立心・積極性・行動力を身につけることができます。自ら行動を起こすことで自己成長を実感できると思います

3.留学プログラムや留学先大学・機関について、内容を自身で確認し疑義があれば自身で照会してください。

参加する留学プログラムや留学先大学・機関について、渡航前に内容を自身でよく確認してください。授業については、履修条件・授業時間数・語学レベル・授業料、居住条件・家賃などを事前に確認してください。また、内容に疑義がある場合、留学先大学・機関や留学エージェントに照会し解消してから渡航してください。Webサイトやカタログではわからないこともありますので、自身で確認・照会することが重要です。
 一方で、細かいことは現地に行って初めて分かる場合や海外では急な変更や予想できないことが発生することもあります。留学を経験すると柔軟な対応力や問題解決能力を養うことができると言われています。現地で急に変更されていることがあるかも知れませんが、柔軟な対応力や問題解決能力を養う良い機会と捉えてみましょう。

4.安全については、常に意識しましょう。

 留学先国・地域の治安は日本と同じ水準ではなく、スリ、ひったくり、置き引き、といった犯罪はどこの国・地域でもおこる可能性があります。留学中は、できるだけ被害に遭わないように、最大限の注意を常に払ってください。鍵のかかる部屋であっても、外出時には、貴重品は施錠できる場所に保管するなどしてください。財布、パスポートはもちろん、パソコン、スマートフォンなども、置きっぱなしにはしないでください。また凶悪犯罪に巻き込まれないためにも、海外にいるということは常に意識し、単独の外出や夜間の外出などは避ける、危険といわれる地域には絶対に近づかないなど、各自で気を付けるようにしてください。海外で生活をする際には、「自分の身は自分で守る」という意識を持つことが大切です。

5.海外旅行保険への加入を推奨します。

 海外では予期せぬ病気・怪我をすることがあります。またコロナ羅患の可能性もあります。渡航前に渡航期間の全てをカバーする海外旅行保険に加入することを推奨します。

6.外務省危険情報・感染症危険情報のレベルが引き上げられたら、速やかに帰国を検討する。

 外務省感染症危険情報がレベル3の地域への渡航は中止、レベル2の地域へは渡航自粛を求めています。留学先国・地域の感染症危険情報のレベルが2以上に引き上げられた場合、速やかに帰国を検討してください。
 危険情報についてもレベル2に引き上げられた場合、速やかに帰国を検討してください。レベル3以上に引き上げられた場合は、直ちに帰国してください。

7.在留届や旅レジを提出する。

 日本国籍を持つ方で外国に住所又は居所を定めて3か月以上滞在する場合、旅券法第16条により、その地域を管轄する日本大使館または総領事館に在留届を提出することが義務付けられています。 3か月未満の滞在の方も、「たびレジ」を必ず提出するようにしてください。在留届・旅レジは提出することで、現地での生活に必要な安全情報などを、大使館・総領事館からメールで受け取ることや、迅速な安否確認が可能となります。

 If you are considering overseas travel on a self-arranged study abroad or a similar program, please confirm that you fully understand Hosei University’s policy regarding overseas travel, as well as the following, before you travel. Consult with your guarantor before making a decision to travel.

1. Please check the situation on your own in the country/region you study and understand it well before you travel.

Please confirm you understand the security situation, sanitary conditions, diseases, medical information, customs and national character, local laws and regulations, and social conditions before you prepare for your travel to the country or region where you study. It is very important to obtain sufficient information about the destination country before traveling there, and to be “prepared” on how to deal with any unforeseen circumstances that may arise.

2 Please confirm that you are able to handle any responsibilities that may arise as a result of your travel.

Basically, studying abroad is not a trip or tour with a guide or tour conductor. You cannot be passive and just wait for someone else to act for you, but you need to take the initiative. If you encounter any problems during your travel, you should first ask the local person in charge on your own.
Studying abroad not only improves your language skills, but also helps you acquire intercultural understanding, independence, positive attitude, and the ability to take action by living in a country with a different language, culture, and way of thinking from Japan. We believe that you will experience personal growth through taking actions on your own.

3 Please confirm the details of the study abroad program and the host university or institution on your own. If you have any questions, inquire about them on your own.

Before you go to your study abroad program, university or institution, please check the details of the program carefully. Please confirm the course requirements, number of class hours, language level, and tuition fees, and housing conditions and rent in advance. If you have any questions about the information, please inquire with the university, institution, or study abroad agency before you travel to your destination country.
On the other hand, you may not know all the details until you arrive on site, and sudden changes or unexpected things may happen overseas. It is said that studying abroad will help you develop flexible response and problem-solving skills. There may be sudden changes in site, but try to see it as a good opportunity to develop flexible response and problem-solving skills.

4. Always be aware of safety.

The security in your host country/region is not the same as in Japan, and crimes such as pickpocketing, snatching can occur in any country/region. Please take the utmost precautions to avoid being a victim of crime while you are studying abroad. Even if you are in a lockable room, please keep your valuables in a lockable place when you leave the room. Do not leave your wallet, passport, computer, smart phone, etc. unattended. To avoid being involved in violent crimes, always be aware that you are abroad, avoid going out alone or at night, and stay away from areas that are known to be dangerous. When living abroad, it is important to be aware of the importance of “protecting yourself.”

5. Purchase of travel insurance is recommended.

Unexpected illness or injury may occur overseas. There is also the possibility of COVID-19 infections. Purchase travel insurance covering the entire period of your study abroad before traveling overseas.

6 If the Ministry of Foreign Affairs of Japan raises the level of its “Travel advice and Warning” or ” Travel advice and Warning on Infectious Diseases”, consider returning to Japan immediately.

The Ministry of Foreign Affairs of Japan requests that you suspend travel to areas with Level 3 and refrain from traveling to areas with Level 2 in ”Travel advice and Warning on Infectious Diseases”. If Travel advice and Warning on Infectious Diseases” for the country or region where you are studying is raised to Level 2 or higher, please consider returning to Japan as soon as possible.
 If “Travel advice and Warning” is also raised to Level 2, please consider returning to Japan immediately. If “Travel advice and Warning” is raised to Level 3 or higher, please return to Japan immediately.
