国費外国人留学生(大使館推薦)の手続きは全て、在外日本国大使館を通じて行われます。
まず初めに、在外の日本国大使館・総領事館を通じて募集し、選考します。これを大使館推薦といいます。
4月頃に、翌年の4月または10月に渡日する留学生の募集があります。
第1次選考(書類審査、語学筆記試験、面接)は在外公館で行われます。

なお、大使館推薦の研究留学生で日本語能力が十分でない学生については、指導教員の判断により、日本語予備教育機関で6カ月間日本語を学ぶことができます。
Through the Japanese Embassies and Consulate Generals overseas, applications are accepted and the screening is conducted. Around April, the recruitment of students wishing to come to Japan in April or October of the following year is conducted. The first screening (documentary examination, written examination, and interview) is done at the Japanese Embassies and Consulate Generals overseas. After the first screening, in consultation with the MEXT’s selection committee and the university, the recipients are determined.

Research students recommended by the embassy, but whose Japanese ability is insufficient, depending on research advisor, take a 6-month Japanese training course at the other Japanese university. After that, the student joins the graduate school of Hosei University as a research student and takes the entrance examination of the school in order to enroll in the degree program.
