The Top Global University Project is managed by the Headquarters for Global Planning and operations. It is under the direct control of the university president in order to facilitate coordination between different faculties and program steering committees as well as to promote the globalization of the university as a whole. The Center is responsible for ensuring that the program suitably follows a plan-do-check-act (PDCA) cycle and maintains a framework for improving quality
