Application Guideline (Spring / Fall)

- The possibility of canceling the Fee-paying Study Abroad Program to Russia due to the deteriorating situation
Due to the deteriorating situation in Russia, we are suspending the program with travel to Russia now. If you wish to study abroad in Russia, there is a possibility that your application to the Fee-paying Study Abroad Program may be denied if the situation does not improve by the time your study abroad program begins.
Eligibility
Applicants shall have excellent academic performance at HOSEI University and appropriate study abroad purposes and plans.
Applicants shall have or be expected to have an admission letter from the institution they wish to study at.
Applicants shall be enrolled in one of the following courses at their host institution.
Those who have sufficient language skills and can take regular courses at a university overseas [Unconditional offer]
Those who take a language program at your host institution or its language center (only the first semester) and are expected to be able to enroll in regular courses [Conditional offer] (Not available if the duration of your study is 1 semester or if you are enrolled as a fourth-year student at HOSEI University at the time of study abroad)

Note 1: Transfer students are eligible to apply if they have been enrolled at HOSEI University for at least one year with the intent of obtaining a degree at the time of application.
Note 2: If you are participating in the SA program of your faculty at the time of application or study abroad, you cannot apply to the Fee-paying Study Abroad Program.
Note 3: If you enrolled with a conditional offer but are unable to take regular courses in the second semester, whether or not the credits will be recognized at HOSEI University will be determined by the faculty to which you belongs (see Note 3).
Condition
Applicants shall take courses at a university which is an institution of higher education and have the authority to grant degrees.
The purpose of the study abroad shall be to take regular courses at a university overseas and earn credits (graduation from the host institution is not accepted).
The study abroad period is 1 year or 1 semester. (The study abroad period will be included in the study period required for graduation at HOSEI University.)
Tuition fees at HOSEI University for the year of study abroad must be paid by the designated date.
All expenses incurred in studying abroad must be borne by the student.
*If you start studying abroad in the fall semester of the fourth year, you shall also pay the tuition fees for the fifth year at HOSEI University.
All procedures related to studying abroad shall be carried out by yourself.
Credit recognition
After returning to Japan, the credits acquired at the partner institution may be recognized as credits required for graduation at HOSEI University, after being deliberated at the faculty meeting, with a maximum limitation of 30 to 60 credits.

Application period for Fee-paying Study Abroad Program
[Important] If you are considering applying, please consult with the Global Education Center as soon as possible and confirm detailed information about the application procedures. Commencing dates of study abroad vary by host institution, so there are cases in which the application schedule is not as shown below.

Letter of admission from the institution you wish to study at. *If you have conditional offer, make sure that the conditions are clearly stated.
*If you are unable to obtain the letter of admission during the application period, please contact the Global Education Center.
Documents related to the host institution *Documents issued by the institution that show the university's official name, curriculum, admission requirements, etc. (Printouts from the university's website are acceptable)
How to submit application documents
Submit to the International Exchange Division (haken@ml.hosei.ac.jp) by email attachment. *As for the application forms (Application 1 to 3), please send in Word format.
If it is difficult to submit by email, you can also submit by mail.

Notification of study permit
Permission to study abroad will be reviewed by the faculty council, and the result will be notified to applicants from the Global Education Center around February for applications for spring semester enrollment and around July for applications for fall semester enrollment.
Obligations of Fee-paying Study Abroad Students
You shall take at least 2 courses each semester, acquire the credits, and take procedures for accreditation at your faculty in HOSEI University.
You shall report to the HOSEI University about learning and living status during the period of program (four times per year / twice per semester).
You shall depart in time for an orientation at host university and return to Japan within the specified period after the program completes (within 2 weeks from the final class day of the course or the final examination date). You shall submit an annual study report and pass on information to the outgoing student the following year.
If you return to Japan in the middle of a semester without permission or fails to return to HOSEI University within a certain period, the credits acquired at the host institution will not be recognized at HOSEI University. However, this does not apply to the cases of injury, illness, and other unavoidable reasons that are approved.
You shall purchase the overseas travel accident insurance designated by HOSEI University.
In order to ensure a safe student life while studying abroad, you shall collect information about the destination country or region, including the security situation, in advance and make sure to familiarize with the destination before applying.
The passed students shall improve the language skills before going overseas, by attending HOSEI University’s Exchange Students from Oversea Program (ESOP). Please refer to the ESOP Guidelines for details (published on the Global Education Center website).
Note
If your academic performance prior to studying abroad is poor or if you repeat a year, the study abroad permission and scholarship may be revoked.
Since the purpose of the Fee-paying Study Abroad Program is to enable applicants to take regular courses at overseas institutions and earn credits, applications may not be approved if it is determined that the applicant's language skills are significantly lacking at the time of application.
If you are unable to take regular courses while studying abroad, the decision as to whether to grant credits will be left to the discretion of each faculty. Be sure to check with your faculty regarding your credit status, promotion, etc.
The Fee-paying Study Abroad Program may be cancelled if unforeseen circumstances are concerned due to changes in world affairs, or the host country becomes a dangerous region according to the Ministry of Foreign Affairs, or due to reasons of the partner institution.
Granting the Fee-paying Study Abroad Scholarship(開かれた法政21・認定海外留学奨学金)will be determined after departure, so you will need to make a self-funded study abroad funding plan.
HOSEI University’s scholarships
Fee-paying Study Abroad Scholarship(開かれた法政21・認定海外留学奨学金)
If you apply for and are accepted into the Fee-paying Study Abroad Scholarship(開かれた法政21・認定海外留学奨学金), the following amount will be paid by HOSEI University as a scholarship. Applicants must fill out the designated fields on the "Application 1" The number of the recipient of this scholarship is approximately 15.
Amount: 300,000 yen (half the amount for those who study abroad for 1 semester)
* If you take a leave for absence for 1 semester in the year you start studying abroad, the amount paid will be halved.
Example 1: Take a leave for absence in the spring semester of 2025 and study abroad for 1 year from the fall semester of 2025: The amount paid will be 150,000 yen.
Example 2: Study abroad for 1 semester in the spring semester of 2025 and take a leave for absence in the fall semester of 2025: The amount paid will be 75,000 yen.
*In principle, the recipient of this scholarship cannot receive other HOSEI University scholarships in the same year (it is possible to receive this scholarship in conjunction with 2 scholarships below). For details, please contact the Global Education Center.
HOSEI University Supporter’s Association Scholarship(法政大学後援会認定海外留学奨学金)
The HOSEI University Supporter’s Association will provide the approved Fee-paying Study Abroad student with a scholarship in the amount listed below.
Amount: 100,000 yen (half the amount for those who study abroad for 1 semester)
HOSEI University Global Career Support Fund Scholarship (法政大学グローバルキャリア支援基金による海外留学支援奨励金)
The following amount will be paid to those who are accepted into a regular course at a top overseas university (a university within the top 200 of the World University Rankings in the Times Higher Education Supplement in the year prior to studying abroad). The number of the recipient of this scholarship is limited.
Amount: 500,000 yen (half the amount for those who study abroad for 1 semester)
* 250,000 yen for conditional enrollment
*Regarding this scholarship, the Global Education Center will notify applicants of the determination of eligible recipients.
External Scholarships
For external scholarships, please be sure to research the required documents and deadlines yourself before applying.
*Only students who have Japanese nationality or permanent residency in Japan can apply for this scholarship.
Fee-paying Study Abroad Program at Boise State University/University of Minnesota Mankato/Catholic University of Australia/Bond University
For those who are undecided about where to study abroad, there are programs to study abroad for 1 year or 1 semester at our partner universities, Boise State University (starting from fall semester: Idaho, USA), Minnesota State University, Mankato (starting from fall semester: Minnesota, USA), Catholic University Australia, Bond University (starting from spring semester, Australia) applying the Fee-paying Study Abroad Program. A specified application is required for this program (USA: late January, Australia: late September, early December). For details, be sure to check the application guidelines on the website.
*As for the program at the University of Minnesota, Mankato or Australian Catholic University (ACU), local tuition fees are significantly discounted from normal rates, so "On-campus scholarships" described above will not be provided.
