留学生の日本入国手続きについて/Procedures for entry to Japan

留学生の日本入国の手続きについてご案内いたします。
在留期限等によって手続きが異なります。
①在留期限が残っている方
以下対象者の方は、再入国扱いとなります。そのため、3月16日現在も入国が可能です。
（対象者）
みなし再入国許可により出国した方
※在留期限が入国予定日の３週間以内に切れる方、日本を出国してから１年以上経過した方（みなし再入国期限を過ぎた方）は②を参照ください。
（手続き）
手続きは不要です。
現在お持ちの在留カードで入国ください。

②在留期限が切れた方
以下対象者の方は、再入国扱いとなります。そのため、3月16日現在も入国が可能です。
（対象者）
在留カードを所持しており、一時帰国中に在留期限が切れてしまった方
在留カードを所持しており、在留期限が入国予定日の３週間以内に切れる方、在留期限は残っているが日本を出国してから１年以上経過した方（みなし再入国期限を過ぎた方）
※すでに在留資格認定証明書の発行が済んでいる方は下記(3)の大使館での手続きから行ってください。
（手続き）
(1)大学へオンライン申請（入国予定の３～４ヶ月前を目途に申請ください）
オンライン申請フォーム
(2)申請後に大学が入管に代理申請
(3)入管から在留資格認定証明書が発行され次第、大学が母国に郵送し、学生本人が母国の日本大使館でビザ取得
大使館での手続きは各在外公館のHPを参照ください。
(4)ビザ取得後に日本入国
※在留カードを持参したまま母国に帰国した方は、古い在留カードを日本入国の際に空港で返却してください。新しい在留カードが空港で交付されます。

③新規入国の方
※3月16日現在、緊急事態宣言が発せられる間の新規入国が認められておりません。それにともない、誓約書の発行も一時停止します。
（対象者）
日本への入国が初めての新入生（日本に住んだことのない方）
在留カードを日本の空港で返却して帰国した方
※すでに在留資格認定証明書をお持ちの方は下記(4)の誓約書の手続きから行ってください。
※すでに在留資格認定証明書および誓約書をお持ちの方は下記(5)の大使館での手続きから行ってください。
（手続き）
(1)大学へオンライン申請および証明書のオンライン申請（入国予定の３～４ヶ月前を目途に申請ください）
（すでに在留資格認定証明書を持っている方は（１）は申請不要です）
(2)申請後に大学が入管に代理申請
(3)入管から在留資格認定証明書が発行され次第、大学が母国に郵送
(4)大学へ誓約書の発行申請（入国予定の１～２ヶ月前を目途に申請ください）

(6)ビザ取得後に日本入国
すべての留学生において日本に入国する場合は、出国前72時間以内に新型コロナウイルス感染症に関する検査を受けて取得した医療機関からの陰性の証明、１４日間の自宅待機および自宅までの公共交通機関の使用禁止が求められています。

We hereby let you know the procedures for entry to Japan.
The procedures vary depending on the expiration date of your period of stay, so please follow the appropriate procedures below.
①Students whose period of stay is NOT expired
The following students will be treated as re-entry.Therefore, you can enter Japan.
【Applicable students】
Students who have departed from Japan with a re-entry permit.
Please refer to ② if your period of stay will expire within 3 weeks after your expected arrival date, or 1 year or more have been passed after leaving Japan (that means, your re-entry permit is expired).
【Procedures】
No procedure is necessary.
Please enter Japan with your valid residence card.
【Others】

②Students whose period of stay is expired
The following students will be treated as re-entry.Therefore, you can enter Japan .
【Applicable students】
Students who have residence card but the period of stay has been expired
Students who have valid residence card but the period of stay will expire within 3 weeks after expected arrival date, or 1 year or more has been passed after departing from Japan (re-entry permit is expired)
*If your Certificate of Eligibility is issued, please start the procedure from (3) below.
【Procedures】
(1)Online application to the University（Please apply 3-4 months before your arrival in Japan）

(2)The university applies to the immigration bureau on behalf of the students.
(3)As soon as the Certificate of Eligibility is issued by the immigration bureau, the university mails it to the student’s home country and the student obtains a visa at the Japanese embassy in home country.
(4)Entering Japan after obtaining a visa.
*If you return to your home country with your residence card, please return it a the airport when you enter Japan. A new card will be issued at the airport.

③Students who enter Japan for the first time with status of residence
※As of March 16, all new arrivals are not allowed to enter Japan till the lifting of the state of emergency, and due to this, The University suspend the issuance of the “Residence Track”.
【Applicable students】
・Newly enrolled students who enter Japan for the first time (who have never lived in Japan)
・Students who have returned their residence cards when leaving Japan
*If you already have your Certificate of Eligibility, please start the procedure from (4) below.
*If you already have your Certificate of Eligibility and PLEDGE, please start the procedure (5) below.
【Procedures】
(1)Online application to the University and online application for certificates（If you already have a Certificate of Eligibility, you do not need to apply for (1).）(Please apply 3-4 months before your arrival in Japan)
(2)The university applies to the immigration bureau on behalf of the students.
(3)As soon as the Certificate of Eligibility is issued by the immigration bureau, the university mails it to the student’s home country.
(4)The student applies for issuance of PLEDGE.(Please apply 1-2 months before your arrival in Japan)

(5)The student brings the PLEDGE and Certificate of Eligibility to Japanese embassy in home country, and takes procedures for a visa.

(6)Entering Japan after obtaining a visa.
All international students who enter Japan are required to stay home and are also prohibited from using public transportations for 14 days and You need to obtain a certificate of negative test result from a medical institute for a test regarding COVID-19, that is conducted within 72 hours before departure.
If you receive the PLEDGE, you need to follow additional requirements after entering Japan. Therefore please make sure to check information provided by Hosei University.
