Hosei International Fund (HIF) Foreign Scholars Fellowship Program
In its centennial year in 1980, Hosei University established the Hosei International Fund (HIF) to advance international cooperation in academic research and scholarship. The Fund exemplifies and further develops the university’s long tradition of commitment to international exchange, and under its auspices, the launching of the HIF Foreign Scholars Fellowship Program is specially endeavored to provide collaborative research opportunities to early-career scholars from overseas. The HIF Foreign Scholars Fellowship Program welcomed its first three scholars in 1982, who hail from Israel, Hong Kong, and Sweden. Since 1982, over 100 HIF fellows have come from all over the world, to conduct research in myriad fields on topics as diverse as evolutionary algorithms, Okinawan poetry, sparse trust data mining, Japan’s role in G7, Japanese castle-towns, and many more.
While the HIF Foreign Scholars Fellowship Program predated the Top Global University Project that began in 2014, it arguably has contributed to building the foundation for it. Further, considering how it remains a popular program for early-career scholars from all over the world even today, it quite obviously has become an organic component of our globalization efforts as a Top Global University.
The illustrious careers and achievements of our HIF fellows have encouraged us to continue in our effort to foster international academic exchange and support scholars from overseas. HIF fellows have expressed gratitude for the fellowship program; likewise, we greatly appreciate their having chosen Hosei University for their research as their presence has enriched the research of our faculty as well as fostered international academic exchange. I can say this with confidence because I know what it is like on both sides of the program; I was an HIF fellow conducting my first post-doctoral research on feminist activism in Japan in 1995, and I am now serving as Director of the Global Education Center and Vice-President for International Affairs.
法政大学は、創立100 周年にあたる1980 年に、学術研究の国際交流を推進するため、法政大学国
際交流基金（HIF）を設立しました。この基金によって、法政大学の長い伝統である国際交流をさら
に発展させ、海外からの若手研究者に共同研究の機会を提供することを目的とした「HIF 招聘研究員
制度」を設置しました。1982 年に初めてイスラエル、香港、スウェーデンから3 名の研究員を受け
入れて以来、100 名以上のHIF フェローが世界中から集まり、進化的アルゴリズム、沖縄の詩、デ
ータマイニング、G7 における日本の役割、日本の城下町など、さまざまなテーマの研究を行ってき
ました。
HIF 招聘研究員制度は、2014 年に開始された「スーパーグローバル大学創成支援事業」(SGU)に先
駆けて本学の国際交流の一環となっており、SGU の土台作りに貢献したことは間違いありません。
また、現在でも世界各国の若手研究者に人気のあるプログラムであることを考えると、スーパーグロ
ーバル大学としてのグローバル化促進の元となる要素となっていることは明らかです。
HIF フェローの輝かしいキャリアと実績は、本学が国際的な学術交流を促進し、海外からの研究者を
支援する努力を続けることを後押ししてくれています。HIF フェローの皆さんから、この制度に対す
る感謝の言葉が寄せられました。また本学の教員も、フェローの皆さんが法政大学を研究の場に選ん
でくれたことで、各自の研究が一層充実し、国際的な学術交流が促進されたことを大変感謝していま
す。私は1995 年にHIF フェローとして日本のフェミニズム運動に関する研究を行い、現在はグロ
ーバル教育センター長、国際担当副学長としてプログラムの運営を担っています。HIF 招聘研究員制
度の両サイドを経験し、それがどのようなものかをよく知っている者として、自信を持って言うこと
ができます。
